The objective of this presentation is to clarify the progress and challenges of Safeguard Information System (SIS) for REDD+ in Indonesia and provide implications to fill the gap between national and sub-national SIS and the implementation of project level’s safeguards.

To respond the COP-16 decision and translate the Cancun REDD+ safeguards into the national context, several national and sub-national safeguards systems has been developed by different initiatives including SIS-REDD+ by Ministry of Environment and Forestry (MoEF), PRISAI (Prinsip, Kriteria, Indikator Safeguards Indonesia) by REDD+ Task force and REDD+ SES (Social and Environmental Safeguards) by The Climate Community & Biodiversity Alliance (CCBA) and CARE International. Each initiative have developed their own principles, criteria and indicators/framework for indicators. The common approach of these three initiatives are including multi-stakeholder processes and interpreting and utilizing existing instruments related to safeguards such as Environmental Impact Assessment (AMDAL), Sustainable Forest Management and Production (PHPL) and System for Verification of Timber Legality (SVLK). The understanding here is REDD+ safeguards is not new concept for Indonesian sustainable forest management. The coherence, synergy and coordination among the safeguards-related works and initiatives (including those which existed, and the existing) are needed in order to positively support the implementation of REDD+ safeguards and provision of the REDD+ safeguards implementation’s information through SIS-REDD+.

MoEF is also developing institutional arrangement and information flow, assessment tools of safeguards implementation, and web based SIS in SIS-REDD+. To manage this information system, the national responsible agency has been established/designated since 2011 (MoF, now MoEF); the sub-national responsible agency for two Provinces where the SIS-REDD+ have been tested (East Kalimantan and Jambi), have also been designated (Forestry Office of East Kalimantan Province, and Forestry Information Service Center of Jambi Province: Balai Pelayanan Informasi Kehutanan Jambi). At site level, the REDD+-related projects and actors will be involved in the management of data at site level (data provider).The assessment tools of safeguards implementation are the relevant documents/evidences of safeguards implementation for each indicator of SIS-REDD+. The evaluation will be conducted through “self-assessment” by project proponents with Yes/No check list which is asking whether the relevant documents/evidences are prepared or not. The result of assessment will be reported by project proponents to sub-national responsible agency every six months. Before the sub-national SIS become ready, the report is sent by project proponents to national SIS-REDD+ agency directly (MoEF). The collected information will be reconciled, managed, and reported to UNFCCC through "National Communication" as one among possible channels. So far 15 REDD+ safeguards activities are registered in the website of national SIS-REDD+, though it is still initial stage and details of information have not been opened. For the sub-national SIS-REDD+, East Kalimantan and Jambi province has been selected as the test province. However further improvement of capacity and commitment of responsible institutions at the sub-national levels are required.

For the project proponents of REDD+, to follow and satisfy the requirement of existing laws, regulations and mandatory standard system related to safeguards is quite important because the project will face problems without compliance with them. And it is advantage that these documents and evidences can be used to the monitoring and assessment in SIS-REDD+. However project proponents also need to prepare the documents and evidences for the indicators which are not covered by existing instruments, and the quality of information may be diverse because SIS-REDD+ applies self-assessment. Other voluntary schemes such as CCB standards and Plan Vivo can also be referred if project proponents want to maintain the quality of the safeguards implementation and the information.
