Sound Material Cycle Society from Japan to Asia

In INTERNATIONAL GREEN TECHNOLOGY AND PURCHASING CONFERENCE, October 15-16 2010, Kuala Lumpur, Malaysia
Author:
2010-10

This presentation overviews Japan's policy towards sound material cycle society.
Japan's policy towards sound material cycle society is originally started as a reform of its waste management and recycling policy from waste treatment and sanitation to resource conservation and efficiency policy. The presentation tries to extract lessons for Asia from this
strategy in the 1990s to 2000s with particular attention to its eco-town programme and recycling policies based on the concept of Extended Producer Responsibility (EPR).

Then, the presentation raised the question on increasing trend of resource use and declining of resource productivity in Asia in the 2000s. Although several countries have started to make policies to address these issues. There is a huge gap between policy making and
actual implementation in the region. Finally, the presentation emphasizes the needs for international policy cooperation and harmonization to facilitate the implementation of the policies towards sound material circulation.
